Chair message

The Noncommercial Users Constituency exists so that everyone who uses the internet for noncommercial purposes — civil society, academics, libraries, consumer groups and individual citizens — is heard when domain name policy is written.

Whether you are new to ICANN or a long-time contributor, there is a place for you in our community.

Four approaches How NCUC influences internet governance

Four approaches

How NCUC influences internet governance

  • Comment.

We file public comments on GNSO proposals and working group outputs before they become policy.

  • Participate.

NCUC members serve in working groups, caucuses and task forces across the GNSO.

  • Write.

Position papers and statements give noncommercial users a clear, collective voice on record.

  • Build coalitions.

We work with other ICANN stakeholder groups and civil society organisations beyond ICANN.

How NCUC takes part in ICANN policy

From working groups to public comments

NCUC tracks the GNSO policy agenda — from name composition and rights protections to privacy, security and the future of the DNS. Members review draft reports, coordinate on open mailing lists and file comments that represent noncommercial interests.

Every position we take is developed in the open and approved by the community.
